Vyacheslav Burlov received the degrees of specialist in flight theory (1972), Doctor of Technical Sciences in cybernetics and systems analysis (1979), and professor of technical sciences in cybernetics and systems analysis (1999). Professor Burlov is a well-known scientist in the field of management, systems research, artificial intelligence systems, security and modeling of processes of various physical natures. Author of more than 15 peer-reviewed books and 350 articles in various publishing houses in Russia and abroad, including publications on the formation of a system-forming factor in the construction and functioning of an artificial intelligence system. In his scientific and educational activities, he is guided by the principle: “The goal of science is the search for unity.” Professor Burlov developed a theory of systems synthesis based on the law of preserving the integrity of an object. Member of the Guild of Experts. He is a certified expert in the quality of professional education of international class. Professor Burlov is the head of the scientific and pedagogical school “System Integration of Public Administration Processes”. Viacheslav is a professor at the Higher School of Technosphere Safety at Peter the Great St. Petersburg Polytechnic University and a professor at the Department of Information Technologies and Security Systems at the Russian State Hydrometeorological University (St. Petersburg).
